Intelligence: The CIA In Chains

Liberals never learn. They are the most self-centered jerks that the world has ever had inflicted upon humanity. They wish they were the nobility and they think and act like it. They only care about themselves and they do not care about the country as a whole.

What harms the CIA harms the country as has been proven in the past! Sure, limiting the CIA to overseas work made sense, but putting walls so that they can not share what they discover with the other intelligence groups is insane. Only a Liberal could think about creating a weaker country while crying about needing more government benefits.

July 11, 2008: The U.S. Congress is again, as it did in the 1970s, trying to "rein in" the CIA. Congress wants to outlaw many real, or imagined, techniques that the CIA has employed since September 11, 2001. Much of this effort is political, to placate the many people, and politicians, who now take it as fact (or on faith) that the Islamic terrorist threat was overblown, or that the U.S. response was not commensurate (and itself a form of terrorism) with the threat.

It's already been forgotten what the CIA has gone through these past five years. There was the massive recruiting program (of analysts and field operators), and the introduction of lots of new technology (especially for the analysts) and techniques. All this was largely the result of the CIA being put into a sort of semi-hibernation in the late 1970s. This was an aftereffect of the Church Committee, an investigative operation sponsored by Congress, that sought to reform the CIA. The reforms were mainly about eliminating CIA spying inside the United States, and doing stuff for the president that Congress did not approve of. There was also a desire to avoid any CIA connection with foreign unpleasantness (like using unsavory people as spies or informants). This led to a growing list of restrictions on what the CIA could do overseas, and at home. Congress was out to make sure no future president (the CIA works for the president) could use the CIA as had been done during the Vietnam war, and before. The CIA interpreted this as "no more James Bond stuff," just use your spy satellites and write up your reports. The Church Committee insured that the CIA became a much less interesting place to work. A lot of the most capable people got out over the next two decades. Recruiting became difficult.

But after September 11, 2001, the CIA was tossed a huge pile of money and told to staff up and get going. The Church Committee restrictions were largely, if not completely, discarded. Recruiting efforts were greatly expanded, and since September 11, 2001, several hundred thousand applications were received. The agency has had a hard time keeping up with that.

This created some interesting personnel problems, especially in the operations division (the people who go to foreign countries and, well, sometimes do James Bond stuff.) There were few people left in the agency that remembered how to do field ops the old school way. By late 2001, many of recently retired field ops guys were being lured back to active duty. You now had a situation where the field ops population is like a cross between a college fraternity and retirement community. There are few people in the middle, age and experience wise. It's almost as bad in the analysis division (where the data is studied and reports prepared.)

The area of the CIA that has flourished in the last three decades has been the geek side of things. These folks were always flush, thanks to a Congress that felt safer with spy satellites, than with spies on the ground. But those days are over. Much of the new technology is going to the analysts (better computerized tools to dig quickly through information) and the field operatives (like Predator UAVs, at four million bucks each.) A lot of money is going into training (learning Arabic, Pushto, Farsi and Dari are encouraged, and sometimes demanded) and the use of consultants (often former CIA operatives who would not come back full time.)

The new restrictions would outlaw things like the use of contractors for interrogations (even if there were no other source of manpower to do the job in time), the use of "vigorous interrogation", the detention of foreigners without giving them access to the U.S. criminal justice system, and many more items that most CIA officials know, from their own experience, will only get Americans killed. They know that because they paid attention to what the Church Committee restrictions did to degrade U.S. intelligence gathering capabilities. However, it looks like history is going to repeat itself. Not the first time that has happened.

U.S. military officials call the devices Improvised Rocket Assisted Munitions, or IRAMs. They are propane tanks packed with hundreds of pounds of explosives and powered by 107mm rockets. They are often fired by remote control from the backs of trucks, sometimes in close succession. Rocket-propelled bombs have killed at least 21 people, including at least three U.S. soldiers, this year.

The latest reported rocket-propelled bomb attack occurred Tuesday at Joint Security Station Ur, a base in northeastern Baghdad shared by U.S. and Iraqi soldiers. One U.S. soldier and an interpreter were wounded in the attack.

U.S. military officials say IRAM attacks, unlike roadside bombings and conventional mortar or rocket attacks, have the potential to kill scores of soldiers at once. IRAMs are fired at close range, unlike most rockets, and create much larger explosions. Most such attacks have occurred in the capital, Baghdad."

The demonization of Israel is almost complete so that the Arabs can slaughter the Jews and Europe will cheer. At least in the Muslim and Leftist regions. July 8, 2008: The U.S. has revealed that many terrorists it arrests, or kills, in Iraq, Afghanistan and elsewhere around the world, already have arrest records in the United States and other nations. They know this because early on in the war on terror, the Department of Defense adopted many practices that major police departments have long taken for granted. One of the more useful techniques is biometrics. That is, every time the troops encounter a 'person of interest', they don't just take their name and address, they also use portable electronic tools to take fingerprints, a retinal scan and photos. All this is stored in a database, which now contains hundreds of thousands of records for Iraqis, Afghans, and other 'persons of interest'. The fingerprints are particularly useful, because when they are stored electronically, you can search and find out immediately if the print you have just lifted from somewhere else, like the fragment of a car bomb, is in there or not. The digital photos, from several angles, are also useful, because these pictures are run through software that creates a numeric ID that can be used by security cameras to look for some one specific, or for finding someone from a witness description. Other nations are digitizing their mug shots, and this enables these people to be quickly checked against those in the American database.

For decades, the U.S. military has regularly collected huge amounts of information from accidents, or even combat encounters. So now, it's no surprise that forensics teams examine each bombing (car or roadside), to see if they can get fingerprints. Often bomb makers are found this way, because raids frequently encounter suspicious characters, but no evidence to justify arresting them. It only takes about two minutes per subject to take the biometric data, so any suspicious characters are added to the database. Now, after several years of this, raiding parties know to grab any guy who seems to panic at the sight of the biometrics equipment coming out. The terrorists know that biometrics is bad news for them, and they fear it."

An undercover inquiry by The Sunday Times has revealed that wild monkeys, which are banned from experiments in Britain, are being freely supplied in large numbers to laboratories in other parts of the world. All will undergo invasive and maybe painful experiments leading ultimately to their death.

One Tanzanian dealer, Nazir Manji, who runs African Primates, an animal-supplying company based in Dar es Salaam, said that in recent years he had been selling up to 4,000 vervet monkeys a year to laboratories, charging about £60 each.

Vervets are protected under the Convention on International Trade in Endangered Species (Cites). Despite this they are being routinely caught and sold to any buyer prepared to pay.

Manji said scientists at the Razi Vaccine and Serum Research Institute in Iran had bought 215 vervet monkeys from him this year but he had become suspicious about their true motive, although he was still trading with them. They had “spent a lot of money” on getting the monkeys, even sending over scientists to check on each consignment.

The Washington Post reports in Sunday editions that in the weeks and months after the Sept. 11, 2001, terror attacks, the FBI and U.S. military began coordinating the effort of fingerprinting fighters on the battlefield and others pulled in for questioning or detention.

An FBI team sent to Afghanistan in December 2001 interviewed foreign fighters and brought back fingerprint results to the bureau's criminal biometric database. The team found that for every 100 detainees fingerprinted, at least one came up with an arrest record in the U.S.

One of the men fingerprinted was Mohamed al Qahtani. At the time he was captured, he claimed he was in Afghanistan to learn the art of falconry. But when his fingerprints were traced, it turned out he'd been denied entry into Orlando International Airport in August 2001, just a month before the Sept. 11 attacks. Since multiple Media/Leftist sources have called for the President to be impeached because some tomatoes might be contaminated, will they now apologize? I am not going to hold my breath! However, Salmonella cases continued popping up and over the past week the CDC admitted there may be 'something else' behind the outbreak.

'Everything we have done and all of our conversations with people who have gotten ill and people who haven't gotten ill, probably 80-percent have eaten tomatoes so that's where the focus has been,' said Emily Palmer, of the Dept. of State Health Service.

The CDC hasn't said what else may be linked, but it's looking at other produce.

So far, the health department has approved grape, cherry and tomatoes on the vine ..."

The network has recruited and sent to Iraq some 30 bombers, while three individuals were dispatched to fight for al-Qaida branch in Algeria, the report quoted police sources as saying.

The group, allegedly led by a Moroccan-born Belgian citizen, was also planning to commit terrorist acts in the north African kingdom, the report said. The suspects were arrested in several cities across the country."

Mexican Cartels and the Fallout From Phoenix

Editorial: Mexican Cartels and the Fallout From Phoenix: Top News Stories at Officer.com: "Late on the night of June 22, a residence in Phoenix was approached by a heavily armed tactical team preparing to serve a warrant. The members of the team were wearing the typical gear for members of their profession: black boots, black BDU pants, Kevlar helmets and Phoenix Police Department (PPD) raid shirts pulled over their body armor. The team members carried AR-15 rifles equipped with Aimpoint sights to help them during the low-light operation and, like most cops on a tactical team, in addition to their long guns, the members of this team carried secondary weapons -- pistols strapped to their thighs.

But the raid took a strange turn when one element of the team began directing suppressive fire on the residence windows while the second element entered -- a tactic not normally employed by the PPD. This breach of departmental protocol did not stem from a mistake on the part of the team's commander. It occurred because the eight men on the assault team were not from the PPD at all. These men were not cops serving a legal search or arrest warrant signed by a judge; they were cartel hit men serving a death warrant signed by a Mexican drug lord.

The tactical team struck hard and fast. They quickly killed a man in the house and then fled the scene in two vehicles, a red Chevy Tahoe and a gray Honda sedan. Their aggressive tactics did have consequences, however. The fury the attackers unleashed on the home -- firing over 100 rounds during the operation -- drew the attention of a nearby Special Assignments Unit (SAU) team, the PPD's real tactical team, which responded to the scene with other officers. An SAU officer noticed the Tahoe fleeing the scene and followed it until it entered an alley. Sensing a potential ambush, the SAU officer chose to establish a perimeter and wait for reinforcements rather than charge down the alley after the suspects. This was fortunate, because after three of the suspects from the Tahoe were arrested, they confessed that they had indeed planned to ambush the police officers chasing them.

The assailants who fled in the Honda have not yet been found, but police did recover the vehicle in a church parking lot. They reportedly found four sets of body armor in the vehicle and also recovered an assault rifle abandoned in a field adjacent to the church.

This Phoenix home invasion and murder is a vivid reminder of the threat to U.S. law enforcement officers that stems from the cartel wars in Mexico.

Violence Crosses the Border

The fact that the Mexican men involved in the Phoenix case were heavily armed and dressed as police comes as no surprise to anyone who has followed security events in Mexico. Teams of cartel enforcers frequently impersonate police or military personnel, often wearing matching tactical gear and carrying standardized weapons. In fact, it is rare to see a shootout or cartel-related arms seizure in Mexico where tactical gear and clothing bearing police or military insignia is not found.

One reason for the prevalent use of this type of equipment is that many cartel enforcers come from military or police backgrounds. By training and habit, they prefer to operate as a team composed of members equipped with standardized gear so that items such as ammunition and magazines can be interchanged during a firefight. This also gives a team member the ability to pick up the familiar weapon of a fallen comrade and immediately bring it into action. This is of course the same reason military units and police forces use standardized equipment in most places.

Police clothing, such as hats, patches and raid jackets, is surprisingly easy to come by. Authentic articles can be stolen or purchased through uniform vendors or cop shops. Knockoff uniform items can easily be manufactured in silk screen or embroidery shops by duplicating authentic designs. Even badges are easy to obtain if one knows where to look.

While it now appears that the three men arrested in Phoenix were not former or active members of the Mexican military or police, it is not surprising that they employed military- and police-style tactics. Enforcers of various cartel groups such as Los Zetas, La Gente Nueva or the Kaibiles who have received advanced tactical training often pass on that training to younger enforcers (many of whom are former street thugs) at makeshift training camps located on ranches in northern Mexico. There are also reports of Israeli mercenaries visiting these camps to provide tactical training. In this way, the cartel enforcers are transforming ordinary street thugs into highly-trained cartel tactical teams.

Though cartel enforcers have almost always had ready access to guns, including military weapons such as assault rifles and grenade launchers, groups such as Los Zetas, the Kaibiles and their young disciples bring an added level of threat to the equation. They are highly trained men with soldiers' mindsets who operate as a unit capable of using their weapons with deadly effectiveness. Assault rifles in the hands of untrained thugs are dangerous, but when those same weapons are placed in the hands of men who can shoot accurately and operate tactically as a fire team, they can be overwhelmingly powerful - not only when used against enemies and other intended targets, but also when used against law enforcement officers who attempt to interfere with the team's operations.

Targets

Although the victim in the Phoenix killing, Andrew Williams, was reportedly a Jamaican drug dealer who crossed a Mexican cartel, there are many other targets in the United States that the cartels would like to eliminate. These targets include Mexican cartel members who have fled to the United States due to several different factors. The first factor is the violent cartel war that has raged in Mexico for the past few years over control of important smuggling routes and strategic locations along those routes. The second factor is the Calderon administration's crackdown, first on the Gulf cartel and now on the Sinaloa cartel. Pressure from rival cartels and the government has forced many cartel leaders into hiding, and some of them have left Mexico for Central America or the United States.

Traditionally, when violence has spiked in Mexico, cartel figures have used U.S. cities such as Laredo, El Paso and San Diego as rest and recreation spots, reasoning that the general umbrella of safety provided by U.S. law enforcement to those residing in the United States would protect them from assassination by their enemies. As bolder Mexican cartel hit men have begun to carry out assassinations on the U.S. side of the border in places such as Laredo, Rio Bravo, and even Dallas, the cartel figures have begun to seek sanctuary deeper in the United States, thereby bringing the threat with them.

While many cartel leaders are wanted in the United States, many have family members not being sought by U.S. law enforcement. (Many of them even have relatives who are U.S. citizens.) Some family members have also settled comfortably inside the United States, using the country as a haven from violence in Mexico. These families might become targets, however, as the cartels look for creative ways to hurt their rivals.

Other cartel targets in the United States include Drug Enforcement Administration and other law enforcement officers responsible for operations against the cartels, and informants who have cooperated with U.S. or Mexican authorities and been relocated stateside for safety. There are also many police officers who have quit their jobs in Mexico and fled to the United States to escape threats from the cartels, as well as Mexican businessmen who are targeted by cartels and have moved to the United States for safety.

To date, the cartels for the most part have refrained from targeting innocent civilians. In the type of environment they operate under inside Mexico, cartels cannot afford to have the local population, a group they use as camouflage, turn against them. It is not uncommon for cartel leaders to undertake public relations events (they have even held carnivals for children) in order to build goodwill with the general population. As seen with al Qaeda in Iraq, losing the support of the local population is deadly for a militant group attempting to hide within that population.

Cartels have also attempted to minimize civilian casualties in their operations inside the United States, though for a different operational consideration. The cartels believe that if a U.S. drug dealer or a member of a rival Mexican cartel is killed in a place like Dallas or Phoenix, nobody really cares. Many people see such a killing as a public service, and there will not be much public outcry about it, nor much real effort on the part of law enforcement agencies to identify and catch the killers. The death of a civilian, on the other hand, brings far more public condemnation and law enforcement attention.

However, the aggressiveness of cartel enforcers and their brutal lack of regard for human life means that while they do not intentionally target civilians, they are bound to create collateral casualties along the way. This is especially true as they continue to conduct operations like the Phoenix killing, where they fired over 100 rounds of 5.56 mm ball ammunition at a home in a residential neighborhood.

Tactical Implications

Judging from the operations of the cartel enforcers in Mexico, they have absolutely no hesitation about firing at police officers who interfere with their operations or who dare to chase them. Indeed, the Phoenix case nearly ended in an ambush of the police. It must be noted, however, that this ambush was not really intentional, but rather the natural reaction of these Mexican cartel enforcers to police pursuit. They were accustomed to shooting at police and military south of the border and have very little regard for them. In many instances, this aggression convinces the poorly armed and trained police to leave the cartel gunmen alone.

The problem such teams pose for the average U.S. cop on patrol is that the average cop is neither trained nor armed to confront a heavily armed fire team. In fact, a PPD source advised Stratfor that, had the SAU officer not been the first to arrive on the scene, it could have been a disaster for the department. This is not a criticism of the Phoenix cops. The vast majority of police officers and federal agents in the United States simply are not prepared or equipped to deal with a highly trained fire team using insurgent tactics. That is a task suited more for the U.S. military forces currently deployed in Iraq and Afghanistan.

These cartel gunmen also have the advantage of being camouflaged as cops. This might not only cause considerable confusion during a firefight (who do backup officers shoot at if both parties in the fight are dressed like cops?) but also means that responding officers might hesitate to fire on the criminals dressed as cops. Such hesitation could provide the criminals with an important tactical advantage -- an advantage that could prove fatal for the officers.

Mexican cartel enforcers have also demonstrated a history of using sophisticated scanners to listen to police radio traffic, and in some cases they have even employed police radios to confuse and misdirect the police responding to an armed confrontation with cartel enforcers.

We anticipate that as the Mexican cartels begin to go after more targets inside the United States, the spread of cartel violence and these dangerous tactics beyond the border region will catch some law enforcement officers by surprise. A patrol officer conducting a traffic stop on a group of cartel members who are preparing to conduct an assassination in, say, Los Angeles, Chicago or northern Virginia could quickly find himself heavily outgunned and under fire. With that said, cops in the United States are far more capable than their Mexican counterparts of dealing with this threat.

In addition to being far better trained, U.S. law enforcement officers also have access to far better command, control and communication networks than their Mexican counterparts. Like we saw in the Phoenix example, this communication network provides cops with the ability to quickly summon reinforcements, air support and tactical teams to deal with heavily armed criminals — but this communication system only helps if it can be used. That means cops need to recognize the danger before they are attacked and prevented from calling for help. As with many other threats, the key to protecting oneself against this threat is situational awareness, and cops far from the border need to become aware of this trend."

AL QAEDA'S PLAN B

Wonderful to see how the terrorists are publishing the manuals to conquer the world for us! This lets us know their plans in return for the many times the Wests plans have been printed in the Media for the convenience of the terrorists. However, since the Media don't want the proles to know what the terrorists are trying, we won't see these plans published.

I have a plan on how to deal with this, but I know that the Left will cry about it since they know that they can convince the Muslims to end this Crusade against Civilization. Just as I know that the only way to stop either the terrorists or the Leftists is to beat them into submission.

Anyone want to argue a contrary position?


AL QAEDA'S PLAN B - New York Post: " NAJI makes it clear that the United States is the chief, if not the exclusive target, of jihad at this time. He mentions Israel only once, as "America's little female idol." His only reference to Palestine is in a historical context.

Naji asks jihadis to target oilfields, sea and airports, tourist facilities and especially banking and financial services. He envisages "a very long war," at the end of which the whole world is brought under the banner of Islam.

He identifies several Muslim countries as promising for establishing "the governance of the wilderness": Saudi Arabia, Pakistan, Yemen, Turkey, Jordan, Libya, Tunisia and Morocco. He claims that the Prophet himself practiced the tactic by making his enemies in Medina, where he ran his version of the "wilderness," pay "the maximum price" for any deviance, and through constant raids on trade caravans belonging to his enemies in Mecca.

IN a simple language, Naji of fers a synthesis of the themes that appeal to different jihadi groups. With anti-imperialist sentiments, missionary dreams, ethnic and class grievances and puritanical obsessions, he mixes a deadly cocktail.

Naji's message is stark: Western civilization is doomed. Its last bastion, America, lacks the will for a long war. The "infidel" loves life and treats it as an endless feast. Jihadis have to ruin that feast and persuade the "infidel" to abandon this world in exchange for greater rewards in the next. "

Over the past few weeks, three Gurkha veterans have been challenging the Government's imbalanced pension plan for Gurkhas - by which those who signed up for the army before July 1997, and retired after that date, are valued at between only 24 and 36 percent of British rates. Today, the High Court turned their challenge down.

It's a shameful ruling. After all, these three veterans - and the group they represent - were just as prepared to sacrifice their lives for our country as any other soldier. By that alone, they have done more for the UK than most people ever will. And that's before we get onto the Gurkha's proud 200-year history, or the 13 Victoria crosses they've accrued in that time.

In turn, the UK should reward them accordingly. And that means not turning down their pension requests with the cry that they'll be 'unaffordable' for the public finances. Given that Gurkha's pensions currently cost around £40 million a year, we're talking peanuts by state standards. Especially when this Government's wasted £2 billion because of tax credit ‘incompetence’, £20 billion on a dodgy computer system, £300 million on a police radio network etc. etc.

The three ex-Gurkha soldiers will appeal against the Court's decision. I, for one, hope that delivers the result they want. The right result."

Naturally the Left is upset about the way that France catches so many terrorists. How horrible! If the family members and friends want to avoid being picked up for questioning, why don't they stop their friends from joining in terrorist activities?

Friends don't let friends be terrorists! If they do, then they are supporting them and need to be scared straight.

Once again, Human Rights Watch notices the minor issues in the Western legal system and ignores the human rights of the victims who die or are mangled by the terrorists. I wonder if there is a connection? Either way, they can piss off and go examine real criminal regimes. Not that have the balls, or guts either, to handle real violations of Human Rights.

French counterterrorism officials insist that the flexibility of French law and the French judicial system has been crucial in their ability to respond to the threat of international terrorism and has helped prevent attacks on French soil.

But an 84-page report issued by New-York-based Human Rights Watch, entitled “Preempting Justice,” argues that that French practices result in too many arrests and convictions based on scanty evidence, putting the country “on the wrong side of the law.”

Specifically, the reports states that the broad and much-used charge of “criminal association in relation to a terrorist undertaking” is so sweeping that it is in essence “guilt by association” that allows authorities to arrest and interrogate large numbers of people even when they have nothing to do with suspected terrorist activity.

The charge is used in a number of other countries in continental Europe. Spain, for example, uses the charge much more aggressively than France, particularly against the Basque separatist group ETA.

“No specific terrorist act need be planned, much less executed, to give rise to the offense,” the report says, adding that even family members, friends, neighbors and casual acquaintances can be detained. "

Now, with as much time as I spend sitting in front of a computer, I'm not usually one who looks forward to doing it more for training. But the South Korean educational system has managed to purge most of this from the curriculum, or downplay the teaching of it in the classroom.

Two Interesting Trends

Is Mr Farah really going to believe an article in the NYTimes? Well...
OK, the Times has a definite bias and will only print things that make people unhappy, but they still hire a few journalists who want to find the Truth. I think.

The gist of this article is that the US is handily winning against the terrorists, but the new government in Pakistan is supporting the terrorists and the US is still calling them an ally. Can't we just do a raid and steal all their nukes? We can keep them safe until the Islamic threat has died down. Died? heh!

Perhaps the most disturbing item in the piece, which chronicles numerous disturbing elements that show how much the inter-agency process is returning to its pre-9/11 mindset the further the memories recede, is the following:

Using the alias Edmond Backer, Bachner allegedly claimed he was a doctor when he ordered 98 milligrams of the toxin from a New Jersey chemical company, the FBI said. An employee of the company became suspicious due to the large amount ordered and alerted the FBI.

Bachner was arrested Monday when he allegedly tried to get the tetrodotoxin from a member of the FBI, authorities said. Bachner faces up to 10 years in prison if convicted, according to the FBI. His telephone number was unlisted.

It's not clear why Bachner wanted the toxin, authorities said.

Tetrodotoxin is a poison so potent the U.S. Food and Drug Administration says it can 'produce rapid and violent death.' It is 1,200 times deadlier than cyanide, according to the U.S. Food and Drug Administration.

Puffer fish, called fugu in Japan, is consumed by thrill-seeking gourmets once the poison is removed. Eating the toxin can cause paralysis, vomiting, heart failure and death."

It is always interesting to see how the fanatics at CAIR can ignore their members legal problems. If these were black guys then I can't see the Reverends giving up on something like a guilty plea! The Black Panthers would still be rallying about the White Oppression of these innocent terrorists.

In a statement to The Sunday Times, the Association of Chief Police Officers also warned of the risk of such an attack. It said ministers must legislate to stop the sale of such vehicles.

Its move has been backed by Lord Carlile of Berriew, the government’s terrorism watchdog. He said he feared terrorists could exploit a loophole which did not allow police sufficient powers to stop and search the drivers of suspicious vehicles.

Military forces of many nations have often undertaken "military operations other than war," such as disaster relief or punitive expeditions, but the notion of "peacekeeping" operations is a relatively rare one. The earliest example of a peacekeeping mission seems to have been in 1625, during a lull in the Thirty Years' War. In 1624 the Count of Savoy, a French ally, had gone to war with the Republic of Genoa, a Spanish ally, over the ownership of some villages that dominated certain mountain passes of some strategic importance. It was a desultory war, but the "superpower" allies of the two small states, France and Spain, were concerned that it might ultimately involve them at a time when both were otherwise occupied. They intervened and pressured the two sides to agree to a cease fire and mutual withdrawal from the disputed areas, which were then policed by troops borrowed from the Pope. The peace was kept for about two years, when the French and Spanish decided to have it out themselves.

Although arguably the "China Relief Expedition" (i.e., The Boxer Rebellion) of 1901 qualifies, the first "peacekeeping" mission in the modern sense took place in Albania in 1913-1914, when an international force occupied the country, left derelict by the collapse of the Ottoman Empire in the First Balkan War (1911-1912), in order to establish an independent state under an imported prince. Following World War I a number of similar operations took place. From 1919 through the early 1920s the League of Nations several times borrowed military forces from the great powers for various missions, primarily in Eastern Europe and the Middle East. Taliban Seek To Regain The Magic

Interesting that the US keeps finding more good news about the War, but I have to really look hard to find it. Why is that?

I pray that our military and law enforcement heroes can continue to defeat the forces of barbarism that wish to cripple the world.


Leadership: Taliban Seek To Regain The Magic: "In Afghanistan, the Taliban are trying out a lot of new tactics, trying to find something that works. The recent prison break in Kandahar worked, but partly because the government had been sloppy, and had ignored NATO warnings, over a year ago, about security vulnerabilities in that jail. Two suicide bombers and a few dozen gunmen got nearly a thousand prisoners out of the jail. There's also suspicion that there was some inside help. That, alas, is quite common in Afghanistan.

But elsewhere, the new Taliban ideas have been failures. Shortly after the jail break incident, nearly 500 Taliban rode into a dozen villages south of Kandahar, took control of ten villages, and basically challenged the government to do something about it. The government, and some NATO troops quickly did so, and the Taliban troops were promptly driven out, with about half of them being killed, wounded or captured.

The Taliban have brought over 10,000 gunmen into the country from Pakistan. They have learned to bring most of these guys in as civilians, because the millions of dollars the Taliban are earning by "taxing" the drug gangs, enables them to buy weapons in Afghanistan for their Pakistani recruits. Most of these kids, and a lot of them are teenagers, recruited from religious schools, are pretty green. They have been studying the Koran for the last year or so, not how to move around the hills and fire a weapon. But these youngsters do have religion, and that makes it easy to use them as enforcers for the lifestyle rules the Taliban wants to impose. That means all women are covered up when outdoors, do not work outside the home, and don't go to school. For the men, no barbers, no music, no videos, no booze, no sex before marriage, not much fun at all. Many of these kids only use their guns to bully Afghan civilians. When faced with Afghan or NATO troops, the Pakistanis tend to quickly die, or flee, or both.

Even with all this effort, the overall casualty rate so far this year has been less than half what it was last year. The Taliban are active this year, but so more it's mostly smoke, and not a lot of fire. It's the NATO and government forces that are on the offensive this year, and the Taliban is desperate to change this embarrassing state of affairs. "
